FAQs for Charities

What is PSMS and how is it used for Text Giving?
  • Premium Short Message Service (PSMS) is currently used by Mobile Network Operators as a billing mechanism for the purchase of mobile content or other goods & services (e.g. TV voting and charitable donations)
  • PSMS uses SMS transmission to initiate a charge to a PSMS number, or short code, that start with 19 and are either 6 or 8 digits long
  • There is a great deal of regulation around PSMS in order to protect consumers against fraudulent charges and high tolling
  • Customers are able to bar PSMS from their mobile services, and some providers have automatic barring on provisioning to avoid billing disputes.
  • Donations through PSMS are available on eligible Telstra and Vodafone plans and services only. Text Giving is currently not available on Optus or prepaid services.
Is my charity eligible to take part?

To join the Text Giving platform, a charity must:

 

  • Be an Australian registered charity
  • Be listed on the ACNC website
  • Have fundraising licenses in Australian states and territories
  • Agree to adhere to the Text Giving Code of Conduct
  • Have a minimum annual turnover in excess of $1m
  • Agree to contribute to ongoing text giving program evaluation
Will I receive donor information?

Approved charities taking part in the program will receive a monthly donation report from Ansible, the mobile aggregator partner.

This includes:

 

The portal will provide:

  • Donor’s mobile telephone number
  • Donation date and time
  • Donation amount ($)
  • Detail of the keyword the donation is linked to

 

Charities also have the option to receive this information in real time via a custom Text Giving dashboard for an additional fee.

Approved charities must adhere to the program Text Giving Code of Conduct. The Code of Conduct is designed to give assurances to donors that their information will not be used for marketing ‘bombardment’ or unrestricted, unsolicited marketing approaches. Consistent with standard Premium SMS services, donors under the program are considered to have given implicit consent to charities to contact them at a later time to further discuss their donation or the charity’s activities in general.

When will I receive the donations?
Participating charities will receive donations within 90 days from the date of the donor texting their donation. This period is to allow for the charitable funds to be collected and reconciled from each of the participating telecommunications carriers.
How do donors claim their donation at tax time?

Donors will receive a free ‘thank you’ SMS containing a tax receipt after donating. They should keep this text receipt for use at tax time.

If they lose their tax receipt, they will need to contact your Helpline to facilitate re-issuing their receipt.

Are there any restrictions on the number of times a donor can donate to my campaign?

The monthly donation limit will vary by carrier according to the standard PSMS monthly transaction limits.  These are currently:

  • Telstra : post-paid limit of $100
  • Vodafone: no limit

A monthly PSMS spend notification will be sent out by all carriers once a customer’s service has reached $30.

Who is the program aggregator and what do they do?

The program aggregator is Ansible. They are responsible for:

 

  • Campaign setup
  • Message flow
  • Remittance of donations received
  • Provides portal access to donor information
  • Regulatory and compliance checks
  • Addition complimentary fundraising solutions and services
